About CONSEGI
CONSEGI is one of the biggest Free Software events in Brazil and one of the most relevant IT forums attended by the Brazilian Government. CONSEGI promotes sharing of knowledge between public administration institutions, civil society, and foreign countries. The 2010 Edition of CONSEGI held 109 lectures, 71 workshops, and 17 panel discussions. The main theme will be Open Government Data.
Open Data
Open Data refers to data available in standard formats, readily accessible to the general public, without restrictions. More specifically, Open Government Data refers to public government records shared with the public digitally, over the Internet, in a way that promotes analysis and reuse. According to W3C, the data must be available in an open, standard format, so that it can be reused and crossed with data from other sources, creating new information useful for society.
According to the Open Government Working Group (http://www.opengovdata.org), Open Data promotes increased civil discourse, improved public welfare, and a more efficient use of public resources. However, to be able to benefit from Open Data, there are several legal, technological, and cultural issues to be discussed. The debate on Open Data is valuable since each day Open Data gains more importance in modern democracy. CONSEGI 2011 will set the stage for this discussion as a space to encourage the use of Open Data both by government and society.
The Open Government Working Group defined the 8 Principles of Open Government Data, which defines that for Data to be considered open it must be:

2.Primary
3.Timely
4.Accessible
5.Machine processable
6.Non-Discriminatory
7.Non-Proprietary
8.License-free
Consegi will introduce interesting panels on the subject, allow sharing of experiences, and present success cases on the use of Open Government Data. This event will be an important milestone in the discussion on Open Data in Brazil.
